BACKGROUND:

The County’s Drupal website platform and content management system serves as the primary public-facing website for 19 County departments, the Board of Supervisors, and several County boards and commissions. Content on the site is wide-ranging, addressing multiple audiences, including residents, businesses, local nonprofit partners, schools and community colleges, government agencies, service providers, elected officials, and employees. The County website is the primary communications channel for disseminating public information such as press releases, County events, and information about County programs and services.

 

On October 18, 2022, the Board of Supervisors approved Resolution Number 079262 authorizing an Agreement with Interpersonal Frequency, LLC, to provide website maintenance, development, and hosting services for the County’s website and content management system.

 

On December 8, 2023, an Amendment was executed to include additional services for upgrading the County’s Drupal website to Drupal 10. 

 

DISCUSSION:

This amendment with Interpersonal Frequency, LLC will provide enhancements supporting accessibility compliance, ensuring the site meets the latest ADA standards and is accessible by all community members, including those with disabilities.  Other general enhancements will streamline platform administration and improve the overall experience for all visitors. 

 

The Information Services Department (ISD) requests your Board to amend the not-to-exceed amount of this agreement with Interpersonal Frequency, LLC to enhance the website's compliance with the County’s Digital and Language Accessibility Policy. These updates will ensure the website remains high-quality, accessible, and user-friendly.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The County Attorney’s Office has reviewed and approved the Resolution and Agreement as to both form and content.

 

Approval of this Agreement contributes to the 2025 Shared Vision of a Collaborative Community by providing an online platform for county news, events, services, and civic engagement. This agreement will enable the county to refine the platform and continue to improve visitors' ability to find services, resources, and information.

FISCAL IMPACT:

The term of this agreement is from October 18, 2022, through October 17, 2025. This amendment increases the total amount by $169,300 for a new amount not to exceed $837,318.67. Funding for this amendment is included in ISD's FY 2024-25 Recommended Budget and will be included in future budget requests for Web and SharePoint services.
