Adopt a resolution authorizing an agreement with Inviso Corporation to provide Power BI developer and consulting services, for the term of November 1, 2025 through October 31, 2028, with two optional 1-year renewals, in an amount not to exceed $1,000,000.

BACKGROUND:
Automation of financial reporting and repetitive workflow is one of San Mateo Medical Center’s (SMMC) finance strategic goals. Before automation, financial reporting and recurring workflows were handled manually, requiring staff to extract data from multiple sources, compile spreadsheets, and perform repetitive reconciliations. This process was time-consuming, prone to error, and diverted resources from higher-value analysis. In July 2025, SMMC completed a Request for Proposals for Power BI developer and consulting services.
DISCUSSION:
Inviso Corporation (Inviso) was elevated due to their strong track record in data analytics and demonstrated experience supporting healthcare organizations, making them well-suited to address our reporting and workflow needs. SMMC was also familiar with Inviso due to Inviso’s previous work with SMMC on multiple automation initiatives.
The proposed agreement was competitively procured following publication of a Request for Proposals to provide Power BI developer and consulting services.
The County Attorney has reviewed and approved the resolution and agreement as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
The Information Services Department has reviewed and approved the IT component of this agreement.
It is anticipated that Inviso will achieve an annual savings of approximately 400 County staff hours.

COMMUNITY IMPACT:
Although Inviso’s services do not directly impact SMMC’s patients, optimizing and automating financial reporting services will assist SMMC, a public safety net hospital, in providing health services to the community. SMMC’s patients span a wide spectrum of races, ethnicities, gender, and gender-identities. Within the past 18 months, the largest cohorts of specialty care patients at SMMC were female (52%), Hispanic or Latino (63%), and primarily Spanish-speaking (55%). Partnership with Inviso will enhance our ability to deliver timely, accurate, and actionable financial and operational insights. For a safety-net county hospital serving underserved populations, this means more efficient use of limited resources, stronger accountability, and improved decision-making in support of patient care. By streamlining reporting and automating repetitive workflows, the hospital can better allocate staff time toward direct services, expand transparency for stakeholders, and ultimately strengthen our mission of providing equitable healthcare to the community.
FISCAL IMPACT:
The term of the agreement is November 1, 2025 through October 31, 2027. The amount of the agreement is not to exceed $1,000,000 for the three-year term. Funds in the amount of $200,000 are included in the SMMC FY 2025-26 Adopted Budget. Funds in the amount of $200,000 will be included in the SMMC FY 2026-27 Recommended Budget.
The payment provisions and levels of services in this contract are the same as the previous contract.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
