Subject: Purchase and Sale Agreement for the acquisition of a residential facility, 278 Hudson Street, in Redwood City.

Adopt a resolution:
A) Declaring the Board of Supervisors’ intent to purchase the real property described as 278 Hudson Street, Redwood City, identified as San Mateo County Assessor’s Parcel Number, 052-145-110, (“Property”), for a total purchase price of $2,300,000; and
B) Authorizing the President of the Board of Supervisors to execute a Real Estate Purchase and Sale Agreement and Escrow Instructions (“Agreement”), with the owners of the Property, Wendy A. Maniam Revocable Trust & the Sandaranila Rich Revocable Trust, (“Seller”), for the County’s acquisition of the Property; and
C) Authorizing the County Executive, or designee, to execute the Certificate of Acceptance upon satisfaction of certain conditions in escrow, to be recorded with the grant deeds transferring title to the property to County, as well as any and all notices, escrow instructions, and documents required to facilitate the purposes of the Agreement.

BACKGROUND:
The County’s Behavioral Health and Recovery Services Department (BHRS) coordinates care for older adults with behavioral health issues. While San Mateo County’s population overall is aging, there has been a declining number of licensed Adult Residential Facilities (ARF) and Residential Care Facilities for the Elderly (RCFE) that serve low- and middle-income adult and older adult residents within the County. The costs of operating these facilities have increased and many have historically been operated by families whose homes have been sold and taken out of operations due to increase in value. Of additional concern has been the limited number of facilities that are willing to provide residential care for the target population who experience challenges pertaining to daily living activities, self-care judgment and behavioral health issues.
In order to address the growing gap in the continuum of residential care, BHRS proposes that the County acquire the Property, 278 Hudson Street in Redwood City, for continuation of use as a licensed Residential Care Facility for the Elderly (RCFE). The RCFE will service seniors who are at risk of or experiencing homelessness.
The Property is an 1,890 square foot building on an approximate 6,500 square foot parcel, centrally located within a primarily residential neighborhood of Redwood City. Originally a single-family home, the Property has recently served as a private residential care facility, therefore, existing building improvements and modifications are conducive to residential care facility requirements.
DISCUSSION:
The County has determined that the Property would be an appropriate facility and location for administering essential County programs, including San Mateo County’s Behavioral Health preventative treatment and recovery programs, thereby, reducing risk of homelessness by providing residential care for those seniors who need assistance and monitoring in their daily living activities.
The Sellers have executed a Purchase and Sale Agreement (“PSA”), proposed by the County Executive for the purchase price of $2,300,000. The PSA provides that, upon completion of the County’s investigation of the Property and satisfaction of all conditions (“Due Diligence Period”), the transaction close would occur within sixty-five days of Board approval, or upon a mutually agreed upon extension close of escrow date.
Acquisition of this Property was evaluated for sea level rise impacts in accordance with the San Mateo County Sea Level Rise Policy for County Assets which requires evaluation of sea level rise risk at least 50 years beyond the date of acquisition. Based on a review of inundation maps during this time horizon, this property is not at risk, screening has been completed and no further action is needed.
Notices pursuant to California Government Code section 25350 of the intention of the Board of Supervisors to make this purchase were published in compliance with Government Code section 6063, including a description of the property to be purchased, the price, the vendor, a statement of the time the Board would meet to adopt this Resolution and consummate the purchase, and an invitation to interested persons to attend and be heard on the subject.
EQUITY IMPACT-:
The County of San Mateo is dedicated to ensuring equitable access to quality services for all residents. The County acquires and leases real property to ensure all residents can access services in the locations and facilities best suited to their specific purposes. This acquisition will further the County’s ability to ensure that critical services for residents can continue to be met.
FISCAL IMPACT:
There is No Net County Cost associated with the proposed acquisition. This acquisition is funded entirely through the Mental Health Services Act.
