BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.  District 2 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General.  District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization. 

PROJECT SUMMARY:

This is a request to authorize a grant to St. Vincent de Paul of San Mateo County, and resulting grant agreement, in an amount not to exceed $30,000, to address food insecurity through its San Mateo Homeless Help Center and Peninsula Family Resource Center. The County Executive's Office will administer and manage the proposed agreement.

District 2 indicates that this organization has not previously received Measure K district-discretionary funding.

St. Vincent de Paul of San Mateo County (SVdP) operates programs providing targeted safety net services for families and individuals in San Mateo County, including the working poor, unhoused or incarcerated community members, and all people living on the margins. SVdP provides rental assistance, food, utilities payments and clothing to keep community members housed, fed, and clothed.

SVdP’s San Mateo Homeless Help Center (HHC) provides meals each weekday at 50 North B Street in San Mateo for unhoused community members. This grant will provide 2,600 meals to visitors of the HHC. Over the past year, HHC food expenses have increased significantly due to inflation and the dramatic reduction in the amount of food SVdP is able to receive through Second Harvest Food Bank. In addition to serving unhoused community members, SVdP has seen an increase in the number of housed seniors who visit the HHC for meals because they are on fixed incomes and cannot make ends meet.

SVdP’s Peninsula Family Resource Center (PFRC) distributes grocery staples to families in need. The program faces the same challenges with regard to food procurement as the HHC. SVdP will distribute groceries to families with a focus on school breaks during the 2025-26 school year when children do not have access to school lunches.  All families within District 2 who have children are eligible for these groceries cards.

This district-discretionary grant will be used to fund the following project or services:

                     Weekday meals, Monday through Friday, for individuals experiencing homelessness or who are otherwise unable to afford food

                     Groceries for families with children in District 2

This district-discretionary grant will enable the organization to meet the following current need within the County: food insecurity amongst low and no-income individuals and families in San Mateo County.

District 2 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.

COMMUNITY IMPACT:

Food insecurity is a growing problem for San Mateo County low- and no-income individuals and families. Food prices have increased dramatically over the past few years and funding cuts have reduced the availability of food through food banks and pantries. This grant would enable SVdP to keep up with demand for meals and increase the food provided for families with children during school breaks.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
