Adopt a resolution authorizing and directing the President of the Board of Supervisors to execute a third amendment to the agreement three with Turbo Data Systems, Inc. for parking citation services, extending the term by nine (9) months through March 31, 2027 and increasing the amount by $550,000 to an amount not to exceed $4,050,000.

BACKGROUND:
In July 2021, the Sheriff’s Office entered into an agreement with Turbo Data Systems, Inc. for electronic citation services (“Agreement”).
Under the Agreement, Turbo Data Systems, Inc. provides handheld enforcement devices, software licensing, technical support, citation processing, and hosting services used by Sheriff’s Office personnel and participating contract cities. These systems support patrol operations throughout the County by improving operational efficiency, reducing manual data entry, streamlining citation processing, and supporting interoperability across San Mateo, Santa Clara, and San Francisco Counties.
DISCUSSION:
The Agreement is set to expire on June 30, 2026 and the County is currently conducting a formal Request for Proposal (RFP) for these services. The RFP process is expected to conclude in December 2026.
The proposed amendment to the Agreement extending the term for nine months through March 31, 2027 and increasing the maximum fiscal obligation by $550,000 to $4,050,000 (“Amendment”) will help to ensure continuity of operations and uninterrupted citation enforcement and processing services while the RFP is completed.
COMMUNITY IMPACT:
Authorizing the Amendment will help to support essential law enforcement operations in unincorporated areas and contract cities, including Half Moon Bay, Millbrae, San Carlos, Woodside, Portola Valley, and Transit Police operations serving the San Mateo County Transit District.
FISCAL IMPACT:
The Amendment extends the term of the Agreement by nine (9) months through March 31, 2027 and increases the amount by $550,000 to an amount not to exceed $4,050,000, funding for which is included in the Sheriff’s Office FY 2026-27 Recommended Budget and may be offset, where applicable, through reimbursements from contract cities and operational program funding.
