BACKGROUND:
In order to equalize the local tax assessment roll, the Assessment Appeals Board (“AAB”) is charged with hearing appeals to property tax assessments. In accordance with state law, a local AAB may lower or increase individual assessments as appropriate. Members of an AAB must have a minimum of five years professional experience in the State of California as a certified public accountant or public accountant, a licensed real estate broker, an attorney, or a property appraiser accredited by a nationally recognized professional organization.
Pursuant to County Ordinance section 2.92.030 and state law, the Board of Supervisors directly appoints the members of the AAB to renewable three-year terms.
DISCUSSION:
Commissioner Jeff Goldman has served on the Assessment Appeals Board since his initial partial term began in June 2024 and is being recommended for a first full 3-year term ending June 30, 2029. His prior reappointment from October 2023 inadvertently listed a 4-year expiry of September 2027. Upon approval, this reappointment is for a 3-year term effective October 1, 2026, through September 3, 2029.
Commissioner Jeff Goldman is a partner at Baker McKenzie with extensive experience in compensation and benefits matters. Before joining Baker McKenzie, Jeff worked at two international law firms, both headquartered in Silicon Valley. Prior to law school, Jeff worked in public relations and marketing in Boston and the Bay Area. Jeff handles a wide range of executive compensation matters for both private and public companies at all stages of growth, with a focus on transactional lifecycle events, including mergers and acquisitions, but also including capital-raising activities such as initial public offerings and similar transactions. He has a deep understanding of the complexities of compensation and benefits law, and a passion for helping clients achieve their business goals. Jeff's counsel straddles the intersection of corporate, tax, securities and accounting laws, rules and regulations. At the heart of his practice is a deeply rooted commitment to providing actionable advice delivered as simply and efficiently as possible. He graduated from Brandeis University in Waltham, Massachusetts, with a B.A. in English and American Literature, and from Duke University in Durham, North Carolina, with a J.D. as well as an LL.M. in international and comparative law.
Other than to attend law school, Jeff has been a Bay Area resident since 1997, first in San Francisco, and, since 2006, in Belmont, California, in San Mateo County, where he lives with his wife of 22 years and two teen daughters. Jeff is involved with several community organizations, including Peninsula Temple Beth El in San Mateo and Pied Piper Players in Burlingame. He also enjoys photography and cooking.
