Adopt a resolution:
A) Authorizing and directing the President of the Board of Supervisors to execute an agreement with Heritage Fire Protection for fire sprinkler services at various County-owned and -maintained Health and Hospital facilities, for the term of June 23, 2026 through June 22, 2029, in an amount not to exceed $296,630; and
B) Authorizing the Director of Public Works, or designee(s), to:
1. Execute subsequent amendments for as-needed repair services, in an additional amount not to exceed $203,370; and
2. Approve payment for a total not-to-exceed amount up to $500,000 in aggregate.

BACKGROUND:
The Department of Public Works (“Department”) is responsible for the testing, inspection, maintenance, and repair services for County-owned and -maintained Health and Hospital facilities pursuant to federal and state law.
DISCUSSION:
On April 22, 2026, the Department released a Request for Proposals (RFP) through the County’s e-Procurement system for fire sprinkler services at various County owned and maintained Health and Hospital facilities.
The Department received proposals from three fire protection firms and staff reviewed the submittals for completeness, qualifications, and price. The Department is recommending Heritage Fire Protection as the most qualified firm based on the County’s needs. The RFP Matrix describing the procurement process is attached as Exhibit A.
The proposed agreement provides that Heritage Fire Protection will perform fire sprinkler services at various County-owned and -maintained Health and Hospital facilities for the term of June 23, 2026 through June 22, 2029 in the amount of $296,630 (“Agreement”).
Staff recommends that the Director of Public Works, or designee(s), be authorized to execute subsequent amendments to the Agreement for as-needed repair services in an additional amount not to exceed $203,370, in aggregate, for a total maximum fiscal obligation of $500,000.
The County Attorney has reviewed and approved the resolution and Agreement as to form.
COMMUNITY IMPACT:
Maintaining fire sprinkler systems in healthcare facilities protects patient lives and ensures uninterrupted medical services for the local community. Regular testing and maintenance guarantee that fire suppression systems will function in an emergency, containing threats immediately and preventing catastrophic structural damage. By proactively mitigating fire risks, healthcare providers prevent forced facility closures, safeguard critical medical infrastructure, and ensure that emergency rooms and trauma units remain open to serve the public.
FISCAL IMPACT:
The term of this Agreement is from June 23, 2026 through June 22, 2029, for an amount not to exceed $500,000, funding for which is included in the Department’s Recommended Budget for FY 2026-27 and funding for future fiscal year fire sprinkler services will be included in future fiscal year budgets.
