BACKGROUND:

The National SafeCare® and Research Center (NSTRC), founded in 2007 by the Georgia State University Research Foundation (GSURF), is a research and evidenced based parenting education program for families with children ages zero to five that addresses risk factors for child abuse and neglect through three modules: the parent-child relationship, home safety, and child health. Under the SafeCare® model, certified providers work with parents or caregivers of children who are at-risk of or reported for child maltreatment and are taught how to interact in a positive manner with their children, recognize hazards in the home, and recognize and respond to symptoms of illness and injury.

 

The Human Services Agency’s (HSA) Children and Family Services branch (CFS) and San Mateo County Health’s Family Health Services (FHS) division would like to collaboratively enter into an agreement with the GSURF to provide SafeCare® training to staff and implement the SafeCare® model in San Mateo County.

DISCUSSION:

This Agreement will provide SafeCare® certification training to CFS and FHS staff that specifically serve child welfare clients. GSURF will provide two levels of SafeCare® training including: provider training to prepare staff to provide in-home services using the SafeCare® model and coach training to prepare staff to provide onsite coaching for providers, a requirement for SafeCare® implementation. Each of the three SafeCare® modules (parent-child interaction, home safety, and child health) includes baseline assessments, intervention (training), and follow up assessments to monitor change. At the completion of training, the County will receive SafeCare® accreditation by the NSTRC effective for one year.

 

HSA and Health are requesting that the Board waive the Request for Proposals (RFP) requirement for this Agreement because SafeCare® is the only provider that offers this evidence-based curriculum targeted to parents with children ages 0-5 through in-home modules focused on safety, well-being, and parent education.

 

Approval of this Agreement contributes to the Shared Vision 2025 of a Healthy Community by promoting parent education that reduces the risk of and prevents child abuse/maltreatment through HSA and Health’s implementation of the SafeCare® model. It is anticipated for FY 2018-19, that 94% of technical assistance requests will be responded to within one (1) business day and 80% of participants, after having completed the training, will report they understand and are ready to implement the SafeCare® four step model on the job. These measures are projected to increase to 96% and 84% respectively for FY 2019-20.

FISCAL IMPACT:

The total Agreement obligation is $122,256 of which 50% will go to support services for HSA and 50% will support services for FHS. HSA is appropriating $61,128 of which 70% is funded through the Children and Family Services State Realignment funds and 30% is Net County Cost.  San Mateo County Health is appropriating $61,128 of which 100% is funded through salary and benefits-related savings that can be applied toward these training costs. Funds have been included in the FY 2018-19 Adopted Budget and FY 2019-20 Recommended Budget of both agencies.
