BACKGROUND:

On February 2, 2022, the Information Services Department (ISD) released a Request for Proposals, RFP# ISD-20221854 for ongoing support, maintenance, and modifications to the San Mateo County Public Wi-Fi network. The County received one proposal in response to this RFP. The sole and successful proposer was Smartwave Technologies.

 

On August 1, 2023, the Board adopted Resolution No. 079867 authorizing an agreement with Smartwave Technologies to provide support, maintenance, and modification of the San Mateo County Public Wi-Fi network.

 

DISCUSSION:

The Information Services Department (ISD) is collaborating with the Department of Public Works on the Middlefield Road Improvement Project to deploy “smart street” technologies to improve visitor experience. These enhancements include expanding the San Mateo County Public Wi-Fi network (Wi-Fi network), smart parking, connected streetlights, digital signage and kiosks, smart trash bins and benches, traffic monitoring, and pedestrian analytics.

 

To support the expansion of the Wi-Fi network to the project area, ISD will need to install a fiber cable from the Fair Oaks Health Center to Middlefield Road.

In 2022, ISD released RFP# ISD-20221854 for the purpose of maintenance, support, and facilitation of modifications to the Wi-Fi network. The pool of vendors capable of providing the specialized services required by the RFP is limited. Smartwave Technologies was the only successful proposer for the RFP and has consistently met our needs on time and within budget, proving to be a reliable partner.

 

ISD requests that your Board approve an agreement with Smartwave Technologies to provide installation and ongoing maintenance of the power and network infrastructure necessary for the expansion of the San Mateo County Public Wi-Fi network and deployment of the “smart street” solutions on Middlefield Road. As the current contracted vendor supporting the Wi-Fi network, Smartwave is uniquely qualified to swiftly begin work on the infrastructure, thereby maintaining the current construction schedule and reducing risk for delay.

 

The Resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

The County Attorney’s Office has reviewed and approved the agreement and Resolution as to both form and content.

FISCAL IMPACT:

The term of this agreement is from April 23, 2024 to June 30, 2025. The total not to exceed amount for this agreement is $206,602. Funding for this Agreement will come from Measure K funded Middlefield Road Improvement Project which is included in FY 2023-24 Adopted Budget and will be included in FY 2024-25 Adopted Budget.
