A) An agreement with Kimley-Horn and Associates, Inc. to provide design services for the Electric Vehicle Charger Infrastructure Project at multiple County-owned facilities, for the term of September 9, 2025 through September 8, 2030, in an amount not to exceed $649,861; and

B) The Director of Public Works, or designee, to execute contract amendments up to an amount not-to-exceed $150,139 in contingency for unanticipated services and modify the contract term and/or services if the modified term or services is/are within the current or revised fiscal provision.

BACKGROUND:
On January 26, 2021, this Board adopted Resolution No. 077960 approving the County's Government Operations Climate Action Plan (GOCAP), a comprehensive strategy to significantly reduce greenhouse gas emissions from County operations and achieve carbon neutrality by 2035. A strategy in the GOCAP is to install electric vehicle (EV) charging infrastructure across County facilities and transition light- to mid-duty County fleet vehicles to zero-emission vehicles by 2035.

The Department of Public Works (Department) maintains the County's current and future EV fleet. Additional charging stations will be necessary as the County increases its EV fleet.

This Board adopted Resolution No. 079316 on November 15, 2022, which authorized an agreement with AECOM to prepare a Countywide Electric Vehicle Infrastructure Plan. AECOM evaluated the County's fleet needs, EV infrastructure phasing, site conditions, and cost estimates.

On March 14, 2023, this Board approved the Measure K budget for FY 2023-24, which allocated $5,000,000 for fleet electrification infrastructure.

The County applied for and was awarded $3,625,000 in California Energy Commission (CEC) Transportation Program funds for the construction of fleet electrification charging infrastructure at County-owned facilities. On February 25, 2025, this Board adopted Resolution No. 080956, committing $1,972,250 of the Measure K allocation as the CEC grant fund match. The CEC grant will support the Electric Vehicle Charger Infrastructure Project (Project), which will install 150 EV charging ports at 14 of the 26 County-owned facilities AECOM identified. The chargers will support department fleet vehicle transitions to zero-emission vehicles for 12 County departments.

DISCUSSION:
On June 16, 2025, the Department released a request for proposals (RFP) through the County's e-Procurement system for architectural and engineering consulting firms to design the Project at 14 different County-owned facilities.

On July 2, 2025, the Department received proposals from four consulting firms and Department staff reviewed the submittals for completeness, qualifications, and price. Based on this review, the Department recommends Kimley-Horn and Associates, Inc. as the most qualified firm to provide architectural and engineering services based on the County's needs. The RFP Matrix describing the process and selected consulting firm is attached as Exhibit A.

The Department requests an additional $150,139 in contingency for unanticipated services including site surveys, underground utility locator fees and any changes in the original scope of work due to unforeseen conditions.

The Project is part of a comprehensive strategy to reduce greenhouse gas emissions from County operations as specified by the County's GOCAP, by accelerating adoption of zero-emission vehicles for the County's fleet.

The County Attorney has reviewed and approved the resolution and agreement as to form.

COMMUNITY IMPACT:
The Department is aligned with the County's mission to ensure high quality service delivery for both the community and the staff who serve it. The Project supports the County's goal as outlined in the 2021 GOCAP. By accelerating the adoption of zero-emission vehicles in the County fleet, the Project advances the County's commitment to environmental sustainability and operational leadership. The Project is anticipated to result in reducing the County-generated emissions by 13.6 percent.

FISCAL IMPACT:
The term of this Agreement is from September 9, 2025, through September 8, 2030 for an amount not to exceed $649,861 and $150,139 in contingency funds for unanticipated services. The Agreement will be funded by the CEC grant and Measure K allocation. Funding for this Agreement is included in the Department of Public Works Approved Budget for FY 2025-26 and will be included in future fiscal year budgets.

There is no additional impact to the General Fund.
