Adopt a resolution authorizing agreements with Jahini LLC, DBA Redwood Creek Inn in an amount not to exceed $200,000 and V & H Hospitality, Inc. for hotel services, for the term of July 1, 2024, through June 30, 2025, in an amount not to exceed $200,000.

BACKGROUND:
Aging and Adult Services (AAS) provides a wide range of services to assist seniors, people with disabilities, and dependent adults to live as safely and independently as possible in the community.
Adult Protective Services (APS) helps adults 60 and older and dependent adults (18-59 with disabilities), when the adults are unable to meet their own needs, or are victims of abuse, neglect, or exploitation. Home Safe, a state-funded but locally administered program for current APS clients or those in the APS intake process, addresses homelessness among seniors and adults with disabilities, in part by providing housing navigation and direct financial assistance. The need for hotel services to provide emergency shelter for clients has risen quickly during the two years San Mateo County has been receiving Home Safe funding.
AAS clients who need hotel services may have various issues, including, but not limited to financial, mental health, and behavioral issues, COVID-related illnesses, behavioral issues, and physical disabilities. Hotel services have been used in emergency situations or when clients’ homes are damaged by extreme weather incidents. Hotel/motel stays may range from a few days to up to a little over a month.
DISCUSSION:
AAS issued a Request for Proposals for hotel services in March 2024 and Jahini LLC, DBA Redwood Creek Inn and V & H Hospitality, Inc., were selected. V & H Hospitality, Inc., has been providing hotel services to the County since April 2022; Jahini LLC, DBA Redwood Creek Inn is a new contractor. V & H Hospitality, Inc., operates hotels in San Bruno and Belmont while Jahini LLC, DBA Redwood Creek Inn is in Redwood City. The locations of these hotels provide options for AAS to conveniently place clients closer to their communities.
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated that approximately 35 clients from Home Safe and other AAS programs will receive hotel services.

EQUITY IMPACT:
The AAS hotel contract seeks to provide emergency hotel rooms for AAS clients as needed. The Home Safe program has the greatest need for hotel services. Clients’ AAS places in hotels are severely disabled, have mental health conditions, are ill with COVID-19 or other viral illnesses, are behaviorally impaired, or do not meet the eligibility criteria to enter the County’s Coordinated Entry system. Other clients may need a safe place to stay during transitional periods or in emergency situations. The hotel contractors must follow the County’s standard non-discrimination contract provisions. Clients placed at hotels are case managed by AAS staff until stable or alternative housing is secured.
FISCAL IMPACT:
The term of the agreements with V & H Hospitality, Inc., and Jahini LLC, DBA Redwood Creek Inn is July 1, 2024, through June 30, 2025, and the amount of each agreement is not to exceed $200,000 for one-year term. The funding will come from Home Safe funding from the California Department of Social Services and APS General Funds.
