A)                     Adopting plans and specifications, including conformance with prevailing wage scale requirements for the Santa Cruz Avenue/Alameda de las Pulgas Complete Street Project - West Menlo Park Area; and

 

B)                     Authorizing the Director of Public Works to call for sealed proposals to be received by Thursday May 16, 2024 at 2:30 p.m., in the office of the County Executive Officer/Clerk of the Board of Supervisors; and

 

C)                     Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:

On October 20, 2020 this Board adopted Resolution No. 077821, which approved the Santa Cruz Avenue/Alameda de las Pulgas Complete Street Project (Project) and supported an application to the San Mateo Transportation Authority for pedestrian and bicycle program funding for design and permitting of the Project.

 

On March 28, 2023 this Board adopted Resolution No. 079531, which authorized the Director of Public Works, or designee, to file an application for funding assigned to the

Metropolitan Transportation Commission (MTC) committing any necessary matching funds and stating assurance to complete the Project.

 

The MTC, administers state and federal funds to support programs that make walking and biking better travel options through their 2023 Regional Active Transportation Program Cycle 6 (ATP Cycle 6).

 

The MTC Programming and Allocations Committee recommended funding the construction portion of the Project in the ATP Cycle 6. The MTC submitted the list of projects to the California Transportation Commission (CTC) the agency responsible for programming and allocating funds for the construction of highway, passenger rail, transit and active transportation improvements throughout California, for approval on March 15, 2023. This resolution of local support allowed the Department of Public Works (Department) to file an application for the funding assigned to the MTC for the Project.

 

Subsequently, the Department submitted a request for allocation of construction funds for approval on January 18, 2024 and was approved and allocated ATP Cycle 6 funding in the amount of $5,435,000 for the construction phase for the Project on March 22, 2024.

 

The Department has completed plans and specification for the Project based on the Board approved alternative, obtained Caltrans’ approval of the bid documents pursuant to the funding requirements, and is ready to call for bids.

 

DISCUSSION:

In order to receive ATP Cycle 6 funding, the County must solicit and award the construction contract no later than six (6) months from the March 22, 2024 CTC funding approval date.

 

The ATP Cycle 6 funding will enable construction of the Project, which will improve the road for all users who travel the corridor or cross Alameda de las Pulgas between Avy Avenue and Santa Cruz Avenue, and Santa Cruz Avenue between Alameda de las Pulgas and Sand Hill Road. The Project will include pedestrian and bicycle improvements, drainage improvements, and a pavement preservation treatment.

 

The Comcast Corporation, AT&T Corporation and West Bay Sanitary District have requested that work involving affected telecommunication and sanitary sewer facilities be performed in conjunction with this Project. The plans and specifications for the work have now been prepared and staff is recommending that the Board authorize calling for bids for the proposed work.

 

County Attorney has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The estimated construction cost of the Project is $6,984,000. The Project will be financed as follows:

 

*Resolution No. 078188, executed by this Board on May 18, 2021 authorized the Director of Public Works to enter into agreements with public agencies or utility companies for work less than $200,000 proposed to be done in conjunction with County road projects.

 

Funding for this Project will primarily be from the ATP Cycle 6. The Project will initially be financed by the Road Fund as the ATP Cycle 6 funds are received on a reimbursable basis.

 

There is no impact on the General Fund.
