BACKGROUND:

In January 2021, Governor Gavin Newsom unveiled the California Master Plan for Aging, which is aimed at preparing America’s most populous state for a massive demographic change over the coming decade. By 2030, 10.8 million Californian’s will be age 60 or over. This constitutes approximately 25 percent of the state’s population.  The Master Plan for Aging promotes an age-friendly California for all and lays out five goals including: housing for all stages and ages; health reimagined; inclusion and equity, not isolation; caregiving that works; and affording aging. The third goal, inclusion and equity, not isolation, incorporates participation in the American Association of Retired Persons (AARP) Age-Friendly initiative.

 

On December 14, 2021 the County entered into a grant agreement (the “Agreement”) with the Los Altos Community Foundation for the benefit of the Center for Age-Friendly Excellence. The Agreement was designed to continue the promotion of public policies and projects in support of healthy and active living by working with cities within San Mateo County to become Age-Friendly Certified San Mateo County jurisdictions and was funded in the amount of $500,000 by one-time district-discretionary (District 5) Measure K funds for the term December 14, 2021 through December 31, 2023.

 

On February 22, 2022 the Parties amended the Agreement to change the formal name of the grantee to the Los Altos Mountain View Community Foundation (“Foundation”) and redefine the payment terms of the grant.

 

On April 23, 2023 the Parties amended the Agreement a second time to further redefine the payment terms of the grant.

 

On August 1, 2023 this Board approved a proposed third amendment to the Agreement to increase the County’s maximum fiscal obligation by $500,000 and to provide for continued services in connection with age-friendly city certifications; however, this amendment was not finalized or executed as the County and the Foundation continued to discuss how to best support the County’s goals and to consider modifications to the proposed services the Foundation would provide in this area.

 

On December 13, 2023, the Parties amended the Agreement a third time to extend the term to January 31, 2024.

 

DISCUSSION:

On March 14, 2023, the Board approved the Measure K budget for fiscal year 2023-24 Recommended Budget, which included an additional $500,000 for Age Friendly Resources. 

 

The County and the Foundation wish to amend the Agreement a fourth time (“Amendment Four”) to revise the services provided by the Foundation, increase the County’s maximum fiscal obligation by $500,000 in Measure K funds to a total of $1,000,000 extend the term through December 31, 2025 and replace Exhibits A and B with revised Exhibit A1 and B1, respectively, reflecting the revised services and payment terms. Amendment Four also includes a budget for the work provided at Exhibit C.

 

Under the proposed amendment, the Foundation will provide technical assistance to four (4) Age-Friendly Certified cities in San Mateo County to develop and complete their respective AARP required action plans (“Action Plan”) to maintain their certification status as Age-Friendly Communities. The Foundation will also be required to provide regular reporting detailing the status and progress of its work.  

 

In addition, the proposed amendment modifies the grant disbursement schedule to coincide with the revised term of the Agreement through December 31, 2025.

 

The County Attorney has reviewed the proposed amendment four to the Agreement and the accompanying resolution as to form.

EQUITY IMPACT:

According to the WHO, “age-friendly environments (such as in the home, community) foster healthy and active ageing by building and maintaining intrinsic capacity across the life course and enabling greater functional ability in someone with a given level of capacity”.  By meeting Action Plan requirements to maintain AARP certification as Age-Friendly Communities, cities and communities support individuals in reducing inequities and promoting older people’s inclusion in and contributions to their communities. 

 

FISCAL IMPACT:

The additional $500,000 in Measure K funds for the services provided by the Foundation under this amendment to the Agreement are included in the FY 2023-24 Adopted Budget. There is no impact to the Net County Cost due to approval of this amendment to the Agreement.
