BACKGROUND:
Homelessness is an urgent humanitarian crisis with an estimated 2,130 people experiencing homelessness in San Mateo County at the time of the 2024 One Day Homeless Count on June 24, 2024. There are an estimated 172,000 unsheltered individuals across California.
Unlike other areas of government such as education, child welfare, infrastructure and many other policy areas, California lacks a comprehensive plan to effectively and equitably address those who are unhoused and at risk of becoming unhoused.
To make meaningful progress in helping those who are unhoused and housing insecure, the California State Association of Counties (CSAC) is offering a first-of-its-kind comprehensive approach to address homelessness throughout the state of California and is asking all counties throughout the state to adopt a resolution in support of CSAC’s AT HOME Plan.
DISCUSSION:
The AT HOME Plan includes broad goals and specific policy proposals to ensure clear lines of responsibility and accountability for every level of government and improve the way California collectively responds to those who are unhoused or at risk of becoming unhoused. The Plan is based on six pillars: Accountability, Transparency, Housing, Outreach, Mitigation, and Economic Opportunity.
AT HOME provides a comprehensive roadmap to reducing and mitigating homelessness in which counties play a crucial role as administrators of most health and human services programs on behalf of the state and federal governments.
By joining in a coordinated plan with the 58 California counties and other local government, public safety, social justice, health, labor, housing, and community organizations to address housing through AT HOME, San Mateo County is demonstrating its resolve to reach functional zero homelessness and to be part of the housing solution statewide.
FISCAL IMPACT:
Unknown at this time, though the County of San Mateo has committed funds to addressing the complex challenges of homelessness and may benefit from additional funds secured through the AT HOME advocacy efforts.
