BACKGROUND:

On December 13, 2022 through Resolution No. 079397, this Board approved the agreement with the City and County of San Francisco (CCSF) for the distribution of FY 2022 Urban Area Security Initiative (UASI) grant funds for the Northern California Regional Intelligence Center (NCRIC) in the amount of $6,514,408 and for a term commencing November 1, 2022 through December 31, 2023.

 

On November 15, 2023 the CCSF proposed the first amendment to the FY 2022 UASI grant agreement increasing the amount by $650,539 from $6,514,408 to $7,164,947 and extending the term from December 31, 2023 to December 31, 2024. The additional funds will be used by the NCRIC to host various trainings, including behavioral threat assessment and domestic violent extremism trainings, and to purchase equipment and services to enhance the NCRIC’s regional systems and technology infrastructure. 

 

DISCUSSION:

The Sheriff’s Office is requesting this Board authorize the first amendment to the agreement with the CCSF for the distribution of FY 2022 UASI grant funds that increases the amount to $7,164,947 and extends the term to December 31, 2024.

 

The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to agreements which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the agreement term and/or services so long as the modified term or services is/are within the current revised fiscal provisions.

 

County Attorney has reviewed and approved the Resolution and the first amendment to the FY 2022 UASI grant agreement as to form.

 

FISCAL IMPACT:

The first amendment to the agreement is for a term commencing November 1, 2022 through December 31, 2024 in an amount not to exceed $7,164,947. All costs associated with the NCRIC operation are 100 percent reimbursable from federal, state, and local funds. There will be no Net County Cost incurred.
