A) Measure K: Adopt a resolution authorizing an amendment to the agreement with LifeMoves to add $756,445 in funds for a new total obligation not to exceed $2,706,158 and to extend the term of the agreement through December 31, 2024, to fund County-wide case management and outreach and engagement services to unsheltered households; and
B) Approve an Appropriation Transfer Request (ATR) transferring district-discretionary Measure K funds, not to exceed $150,000, from Non-Departmental Services to the Human Services Agency to support the Housing Outreach Team.

BACKGROUND:
In close collaboration with community partners and other San Mateo County organizations, the Human Services Agency (HSA) coordinates homeless outreach program services to engage and stabilize unsheltered households to provide services, build rapport, and connect individuals to shelters, permanent housing, and other needed services.
On June 28, 2022, by Resolution No. 079002, this Board entered into an agreement with LifeMoves to provide County-wide street-based outreach and other services with the goal of assisting San Mateo County residents who are unsheltered and experiencing homelessness for the term of July 1, 2022, through June 30, 2024, for a total obligation amount not to exceed $1,119,250.
On December 20, 2022, by Resolution No. 079386, this Board amended its agreement with LifeMoves to add additional staff capacity to provide after-hours and weekend outreach and engagement services outside of regular business hours, for the term of July 1, 2022, through June 30, 2024, for a total obligation amount not to exceed $1,599,250.
On May 23, 2023, by Resolution No. 079472, this Board amended its agreement with LifeMoves to add $198,036 in funds, for a new total obligation not to exceed $1,797,286, to fund an outreach dispatcher responsible for fielding, coordinating, and
dispatching rapid response outreach requests called in by community service providers and first responders for the term of July 1, 2022, through June 30, 2024.
On December 12, 2023, by Resolution No. 080093, this Board amended its agreement with LifeMoves to add one FTE outreach case manager and one FTE outreach program manager/supervisor beginning November 1, 2023, through June 30, 2024, and added an additional $152,427 in funds, for a new total obligation not to exceed $1,949,713 to provide homeless outreach services in northern San Mateo County.
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-24 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 1 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Discussion section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.
DISCUSSION:
The parties now wish to amend the agreement to add to add $756,445 in funds for a new total obligation not to exceed $2,706,158 and extend the term of the agreement through December 31, 2024 to provide services targeted specifically to unsheltered (living outdoors, in vehicles, or other places not meant for human habitation) individuals, households, or unaccompanied youth, who are disconnected from mainstream services, homeless services, and other support systems. These continued services will include case management, outreach and engagement, afterhours and weekend services, and rapid response dispatching.
District 1 is providing $150,000 of district-discretionary Measure K funds to support two outreach case managers in the City of Millbrae.
The County Attorney’s Office has reviewed and approved the amendment and resolution as to form.
The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

FISCAL IMPACT:
The term of the agreement is July 1, 2022, through December 31, 2024. The amount of the agreement is now increased by $756,445 for a new total obligation amount not to exceed $2,706,158. Funding for this agreement is provided through the state Homeless Housing, Assistance and Prevention Grant Program, Net County Cost, and Measure K revenue. Budgetary appropriation for this agreement will be included in the FY 2024-25 Adopted Budget.
