BACKGROUND:

On December 13, 2022, this Board approved a one-time grant of district-discretionary Measure K funds in an amount not to exceed $300,000 to SMCLAEG to purchase temporary pens for evacuated large domestic animals during disaster/emergency. The County and SMCLAEG previously amended the agreement to extend the term to March 31, 2024, and again to June 30, 2024.

 

DISCUSSION:

SMCLAEG has requested an amendment to the agreement to revise the payment terms and extend the term of the grant agreement for an additional year, through June 30, 2025. The initial Board approval included an exception to the criteria for district-discretionary Measure K funding, to allow for advance payment of half of the grant ($150,000), with the remainder of the grant to be provided on a reimbursement basis. Consistent with the terms of the original agreement, SMCLAEG received an initial upfront payment of $150,000, and two subsequent payments on an reimbursement basis (totaling approximately $104,826). SMCLAEG now seeks to receive the remainder of the grant (approximately $45,174.17) upon execution of the proposed amendment. SMCLAEG’s financial resources are limited. Advance payment of the remaining grant funds would enable SMCLAEG to promptly procure the necessary items for operations.

The County Attorney’s Office has reviewed and approved the proposed amendment to the agreement and the accompanying resolution as to form.

 

 

FISCAL IMPACT:

There is no fiscal impact to the County from this amendment to the agreement. Sufficient Measure K funds are budgeted in the Non-Departmental Services FY 2023-2024 Adopted Budget.
