BACKGROUND:

The County’s Open Data Platform enables County Departments to align with the County’s Open Data Policy and supports the Shared Vision 2025 Community Impact Goals. All County departments use the Socrata Open Data Platform to collect and display data on community indicators and monitor performance outcomes. This data is available through the County website, supporting our commitment to increasing transparency and improving access to County data.

 

DISCUSSION:

This amendment with Tyler Technologies, Inc. will continue support services for the Platform, hosting of the County's performance dashboards, and tracking of its progress toward the Shared Vision 2025, Measure K, and Departmental Performance goals. The Platform currently contains over 400 publicly available datasets and allows users to discover and visualize data in the portal. In addition, the stability of the Platform has enabled the County to host a large number of datasets effectively and securely. These capabilities are essential to the department/program needs and are crucial for the ongoing success of the County's data-driven performance reporting and open government efforts.

 

Information Services Department (ISD) and the County Executive’s Office request this Board to extend the term of the current contract with Tyler Technologies Inc. as we undergo a Request for Proposals (RFP) process for the County’s Open Data platform. This extension is in the County's best interest to ensure continued access to and functionality of the Socrata Open Data Platform.

 

The County Contract Compliance Committee has reviewed and approved the three (3) year waiver request allowing Tyler Technologies, Inc. to continue providing services beyond the County's three (3) year contract term limit. This resolution contains the County's standard provisions allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).

 

The County Attorney's Office has reviewed and approved the resolution and amendment as to both form and content.

 

Approval of this resolution contributes to the 2025 Shared Vision of a Collaborative Community by ensuring access to the County's open data, which promotes government transparency, data-driven decision-making, and engagement with various communities within the County.

 

FISCAL IMPACT:

The amended term of this agreement is February 8, 2013, through December 31, 2024. This amendment increases the total not to exceed amount by $108,150 to $2,458,181.84. Funding for this amendment is included in ISD's FY 2024-25 Recommended Budget and will be charged to the County Executive’s Office through the Open Data service charge.
