Adopt a resolution authorizing the County’s Chief Elections Officer to render specified election services for the City of Millbrae (“City”) in conjunction with a Special Recall Election to be held on Tuesday, July 23, 2024.

BACKGROUND:

Pursuant to Elections Code Section 10002, this Board of Supervisors, upon request by the governing body of any city or district within San Mateo County, may permit the County’s Chief Elections Officer to render specified services to the city or districts relating to the conduct of an election. On March 26, 2024, the City Council of the City of Millbrae adopted a resolution calling for a Special Election for the purpose of determining if Councilmembers Maurice Goodman and Angelina Cahalan shall be recalled.

 

DISCUSSION:

The County’s Chief Elections Officer has determined that the request of the City’s governing body is proper and is agreeable to providing the requested specified elections services for the Special Recall Election. The City of Millbrae and the County’s Chief Elections Officer will enter into an agreement providing election services and supplies in connection with the Special Recall Election. The agreement provides that the City will reimburse the County for the cost of election services and supplies to the extent authorized by law.

 

The County Attorney’s Office has reviewed and approved the Resolution as to form.

In the November 8, 2022 Statewide General Election, the voter turnout in the two council districts for which the Recall Election is being conducted was 56.9 percent. It is expected that the turnout for the Special Recall Election will be similar to, or slightly less than the November 8, 2022 Election, at approximately 50 percent.

 

FISCAL IMPACT:

All costs for election services incurred by the County for the Special Recall Election will be reimbursed by the City to the extent authorized by law.
