BACKGROUND:

The Housing and Community Development Committee (HCDC) makes recommendations to the Board of Supervisors related to the expenditure of all housing and community development funds.  The HCDC also reviews and provides a forum for public comment on affordable housing and community development needs and priorities related to the development of the Consolidated Plan and related Annual Action Plans.

 

DISCUSSION:

Nicole Moutoux is being recommended to serve an initial full term representing Member At-Large, a seat formerly held by Dean Isaacs. Elizabeth Moreno is being recommended to serve an initial full term representing Low Income Community, a seat formerly held by Larry Moody. George Saman is being recommended to serve an initial full term representing Unincorporated North Fair Oaks, a seat formerly held by Linda Lopez.

 

Nicole Moutoux has been a resident of San Carlos since 1998, nearly 30 years. While her children were in school locally, she volunteered weekly in the classrooms and provided environmental education to the lower grades. Nicole currently volunteers at Filoli Gardens and is starting to mentor at Woodside High School. She is recently retired from the US Environmental Protection Agency after 32 years, working to oversee cleanup and redevelopment of properties all over California, Arizona, Hawaii and Nevada. Creating affordable housing and green housing developments in our area is of great interest to her, as well as ensuring public amenities are available to all community members. She sees a gap in building energy efficiency opportunities in denser, lower income housing. There are many competing concerns around housing, and she believes that her background can provide needed perspective.

 

Elizabeth Moreno has been living and working in San Mateo County since the 1980's, and currently resides in East Palo Alto. As a longtime renter, she is interested in helping the housing needs of the community.

 

George Saman is a San Mateo County resident and currently resides in North Fair Oaks with his family.  He is a small business owner, serves on the North Fair Oaks community council and has also spent 13 years supporting the Department of Defense living in geopolitically challenging environments throughout the world. George would like to continue to support his community by helping to make small businesses thrive, develop more housing within his district and make the barrier of entry simpler and more streamlined.
