BACKGROUND:

In close collaboration with community partners and other San Mateo County organizations, the Human Services Agency (HSA) coordinates homeless outreach program services to engage and stabilize homeless individuals and households living unsheltered through consistent outreach to facilitate and/or deliver health and basic need services and secure permanent housing.

 

On September 27, 2022 by Resolution No. 079199, this Board entered into an agreement with Pacifica Resource Center to provide homeless outreach services to the Coastside region of San Mateo County, for the term of July 1, 2022 to June 30, 2024, for a total obligation amount not to exceed $420,000.

 

DISCUSSION:

The parties now wish to amend the agreement to increase outreach and engagement capacity to San Mateo County’s Coastside unsheltered homeless population. This amendment will add three (3) additional full-time outreach case managers to the outreach team.

 

Pacifica Resource Center will continue to identify individuals experiencing unsheltered homelessness, assess their housing and service needs, and facilitate connection to shelter and other supportive services. Pacifica Resource Center will also connect unsheltered individuals to the Coordinated Entry System (CES) and work to locate, engage, stabilize, and house chronically homeless individuals.

 

Pacifica Resource Center will focus services in the areas that have the highest number of unsheltered persons in San Mateo County’s coastal areas west of Interstate 280, from Pacifica through the southern border of the County in the Pescadero area. It is estimated that this agreement will serve 75 unsheltered individuals in the first 12 months of the contract and 313 in the remaining 12 months.

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form. 

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

FISCAL IMPACT:

The term of this amended agreement is July 1, 2022 through June 30, 2024. The amount of the agreement is increased by $488,267 for a new total obligation amount not to exceed $908,267. Funding for this agreement is provided through the state Homeless Housing, Assistance, and Prevention (HHAP) Grant Program and Net County Cost (NCC).  Budgetary appropriation for this agreement is included in the FY 2023-24 Adopted Budget.
