BACKGROUND:
In close collaboration with community partners and other San Mateo County organizations, the Human Services Agency (HSA) coordinates homeless outreach program services to engage and serve homeless individuals (households) living outside (unsheltered) through consistent outreach to provide services, build rapport, and connect individuals to shelters and permanent housing.

On June 28, 2022, by Resolution No. 079010, this Board entered into an agreement with WeHOPE for the term of July 1, 2022 through June 30, 2024 in the amount of $480,000 to provide street-based outreach and other services with the goal of assisting southern San Mateo County residents who are unsheltered and experiencing homelessness.

On December 13, 2022, by Resolution No. 079385, this Board amended its agreement with WeHOPE to add $180,000 in funds for two additional staff to provide outreach and engagement services in the Southern region of San Mateo County, for a revised total amount of $660,000.

DISCUSSION:
The parties now wish to amend the agreement to increase the capacity to provide street-based outreach and case management services to southern San Mateo County's unsheltered homeless population.

$325,512 in funding will add two additional full-time outreach case managers and will increase this program's capacity to provide street-based outreach, engagement, and case management services for FY 2023-24 only.
