BACKGROUND:
The Housing and Community Development Committee (HCDC) makes recommendations to the Board of Supervisors related to the expenditure of all housing and community development funds. The HCDC also reviews and provides a forum for public comment on affordable housing and community development needs and priorities related to the development of the Consolidated Plan and related Annual Action Plans.

DISCUSSION:
Nicole Moutoux is being recommended to serve an initial full term representing Member At-Large, a seat formerly held by Dean Isaacs. Elizabeth Moreno is being recommended to serve an initial full term representing Low Income Community, a seat formerly held by Larry Moody. George Saman is being recommended to serve an initial full term representing Unincorporated North Fair Oaks, a seat formerly held by Linda Lopez.

Nicole Moutoux has been a resident of San Carlos since 1998, nearly 30 years. While her children were in school locally, she volunteered weekly in the classrooms and provided environmental education to the lower grades. Nicole currently volunteers at Filoli Gardens and is starting to mentor at Woodside High School. She is recently retired from the US Environmental Protection Agency after 32 years, working to oversee cleanup and redevelopment of properties all over California, Arizona, Hawaii and Nevada.
