BACKGROUND:
The Guaranteed Income (GI) Pilot Program, operated by the Human Services Agency's (HSA) Children and Family Services (CFS) branch, aims to bridge the gap for the Non-Minor Dependent population, as well as former foster youth as they exit the foster care system and experience a critical transition period. The GI Pilot Program is estimated to serve 70 eligible current and former San Mateo County foster youth aged 18-22.

The Silicon Valley Community Foundation (SVCF) is a donor-advised community foundation and non-profit organization serving the Silicon Valley Region, that works to dismantle systemic barriers and give all children and their families access to the care, education, and resources they need to flourish.

DISCUSSION:
HSA recently received a check donation from the SVCF in the amount of $100,000 to support the GI Pilot Program. Pursuant to County Administrative Memorandum B-3, "[r]eceipt of each gift or bequest having a value of more than $2,500 or with significant conditions or stipulations shall be acknowledged in writing by the [County] department head and referred to the Board of Supervisors for acceptance or rejection."
