BACKGROUND:
Government Code ?7522.56 requires a 180-day separation ("sit-out") period following the date of retirement for non-safety retirees who intend to be re-employed by a public agency within the same retirement system. Provisions (F)(1) specifically state: (F) 'a retired person shall not be eligible to be employed pursuant to this section for a period of 180 days following the date of retirement unless he or she meets one of the following conditions; (1) the employer certifies the nature of the employment and that the appointment is necessary to fill a critically needed position before 180 days have passed and the appointment has been approved by the governing body of the employer in a public meeting. The appointment may not be placed on a consent calendar.

DISCUSSION:
In October 2016, the Office Public Safety Communications engaged the participation of their public safety partners including the Sheriff's Office, Fire Service, AMR, the EMS Agency, Daly City, East Palo Alto and Broadmoor Police Departments, to comprise multi-disciplinary teams to develop specifications for the replacement of the County's Computer-Aided-Dispatch System (CAD), Business Analytics System, and (GIS) Mapping Systems.
