BACKGROUND:
The San Mateo County Transit District (SamTrans) provides SamTrans bus service, including Redi-Wheels and Redi-Coast paratransit services, and is the managing agent for the Caltrain commuter rail service. SamTrans services directly support routes to students commuting to local schools, and to low-income residents to community-based safety net facilities and County government services. Paratransit service is required but not funded by the federal Americans with Disabilities Act (ADA). In 2013, SamTrans requested Measure A (now Measure K) funds to subsidize this unfunded mandate which was costing $14.8 million annually.

On October 22, 2013, your Board adopted Resolution 072855 which authorized an agreement to subsidize SamTrans services to youth, elderly and disabled San Mateo County residents in the amount of $5 million annually for Fiscal Years 2013-14 and 2014-15. On December 15, 2015, your Board adopted Resolution 074252 which extended the agreement and continued the $5 million subsidy for another two fiscal years for a total of $10 million, for a cumulative total of $20 million for Fiscal Years 2013-14 through 2016-17.
